To launch Google Ads in Belgium, target the country, then open one campaign per language: Dutch, French and, if your offer calls for it, German, all of which Google Ads recognizes. It is the language of your ads that decides which searches they reach. Geographic targeting covers the whole country or finer areas. The sourced, dated facts are in the table on this page.
Key takeaway: Launch one campaign per language, rebuild your keywords for each one, add your VAT ID before the first invoice and read the rules for your sector before writing a single ad.

A Dutch campaign and a French campaign keep budgets, bids and reports readable. In the settings, pick Belgium as the location and the “Presence” option: people in, or regularly in, Belgium. Add a German campaign only if your offer targets the German-speaking community.
Google Ads lets you target a whole country or finer areas within it. If you deliver or work everywhere, keep all of Belgium. If your offer is local, narrow the area, and keep the area and the ad language consistent: Brussels gets both languages, the other regions get their own.
A word-for-word translation misses what people in Belgium actually type. Start from Keyword Planner set to Belgium and the target language, then read the Belgian results page for each keyword: do you see ads and shopping pages, or only articles?
Within an ad group, the keywords, the ads and the landing page speak the same language. Write each version directly rather than translating it from another, with prices in euros and delivery and return terms that apply in Belgium. Have a speaker of each language review it.
Google Ireland Limited serves the account. In billing, open the settings, then the payer details, and add your VAT registration number. Do not mix it up with a tax number: they are two different numbers. The facts table gives the Belgian rate.
Online gambling, political advertising, alcohol and discount ads each have their own rules, detailed below. Check them before you write, because a disapproved ad delays the whole launch.
For each keyword, in each language, ask: can this person buy what I sell from this search? An intent analysis reads the Belgian Google page and returns a Bid, Test or Skip verdict before you spend.
Launch each language with a capped test budget. After a few days, review the search terms report and add negative keywords in the language of each campaign: a word excluded in French does not protect the Dutch campaign.
Belgium has three official languages, and Google Ads recognizes all three. Dutch, French and German appear in the list of languages Google Ads recognizes, according to its programming interface documentation. The Belgian Constitution divides the territory into four linguistic regions: Dutch-language, French-language, German-language, and the bilingual Brussels-Capital region. Every municipality belongs to one of them. The facts table at the top of the page draws on both sources.
For an advertiser, this means one campaign per language, not a single Belgian campaign. A French ad shown to a Dutch speaker, or the reverse, is a wasted click or, worse, a lost conversion. According to the official Belgian brochure, the Flemish region is Dutch-speaking, Wallonia is French and German-speaking, and the Brussels-Capital region is officially bilingual. One Dutch campaign, one French campaign and, if your offer calls for it, one German campaign keep your budgets, bids and reports readable.
Google has removed the campaign-level language setting for Search, which makes the language of your ads decisive. According to Google's help page on language targeting, Search ads are now matched on the language of your ads: it is that language that decides which searches they reach. Google uses the language of the query, the person's language settings and their preferences to pick the best ad. So keep the principle: an ad group speaks one language, in its keywords, its ads and its landing page.
Brussels calls for ads in both languages. According to the Brussels-Capital Region, it is officially bilingual because both French and Dutch speakers live there. A campaign that speaks only one of the two languages speaks to only part of the city. Reuse your Dutch and French campaigns on the Brussels area, each with its own keywords, rather than translating an ad on the fly.
German concerns only a small part of the country. The German-speaking community is the smallest of the three communities, according to the same brochure. Open a German campaign only if your offer is aimed at that area, and not by reflex: start with Dutch and French, then look at your results before expanding.
Belgian Dutch and Belgian French can differ from the language of neighboring countries. Do not copy your keywords from France or from the Netherlands: some phrasings and some product or service terms change from one country to the other. Open Keyword Planner set to Belgium and the target language, then read the Belgian results page before you bid. Our guide to choosing Google Ads keywords explains the method, and Vision generates keyword ideas from a product or a page.
Google dominates search in Belgium, and Bing holds a place well ahead of Yahoo!. The facts table gives each engine's share for September, according to StatCounter. Google Ads serves on Google and on its search partner network, not on Bing. If Bing matters for your audience, open a separate Microsoft Advertising account and measure what it returns before putting budget into it.
Mobile does not win by a wide margin: mobile and desktop split page views almost evenly. So do not test your landing pages on a phone only. Check them on a computer as well, with the same care: form, call button, load time. Tablets weigh little.
These shares describe the country, not your customers. StatCounter measures page views across websites, not what your typical buyer does. Your own Google Ads account, device by device, remains the best measure: see where your conversions land before adjusting bids by device.
Google Ireland Limited serves advertising accounts in Belgium. That is the entity Google's help page names for Belgium, as for other European Union countries. The currency of the country is the euro: advertise your prices in euros, and check that your account currency matches the one your budgets use.
A business account with a VAT ID falls under self-assessment. According to Google's help page, Google asks for this number, adds no VAT to your costs, except for eligible non-business use, and leaves the advertiser responsible for reporting and paying VAT at the rate of its member state, under the European VAT directive. The Belgian rate is in the facts table. Google does not give VAT advice: talk to your accountant.
Enter the right number in the right place. In your account, open billing, then the settings, then the payer details, and add your VAT registration number. Google flags a common mistake: entering a tax number instead of the VAT registration number, two numbers that are not the same.
No Belgium-specific surcharge appears in Google's list. That list covers the countries whose ads add a line to the invoice. Belgium is not on it, and the facts table says so. If you also target neighboring France, check the list: France appears on it, which changes the real cost of ads served across the border. Read the page from time to time, because Google updates it.
Online gambling is open to licensed operators only. In Google's gambling policy, the Belgium entry allows online bingo, sports betting, online casino games and lotteries, with a country-specific certification. The operator of bingo, sports betting or casino games must be licensed by the Belgian gambling authority, and for lotteries the operator can only be the Belgian National Lottery. An advertiser that does not meet these conditions cannot run this type of ad.
Political advertising is restricted across the European Union, Belgium included. Google's political content policy relies on the European regulation on political advertising: ads by a political actor, or designed to influence an election, a referendum or a legislative process, are restricted. Exceptions exist for certain official messages, after an exemption request. If your message touches an election or a regulation, reread the policy before you write.
Alcohol is among the products Google allows in the country, subject to local law. The list of countries in Google's alcohol policy includes Belgium. Google requires you to follow the rules of the country where the ad is shown, including on the types of alcohol allowed and required notices. Google's policy does not replace Belgian law: check it before you launch.
Discount ads fall under Belgian sales law. According to the FPS Economy, any price-reduction ad must disclose the previous price next to the selling price, and the clothing, leather goods and footwear sectors may not announce reductions that take effect during the waiting period that precedes the sales. That same rule then bans handing out discount vouchers. The dates are in the facts table; schedule your promotional ads accordingly.
The sales periods are a commercial date set by law. The FPS Economy states that the law sets two sales periods a year, each preceded by a one-month waiting period, with a shift when the first day falls on a Sunday. The facts table gives the dates. For a retailer, this is the calendar to place first: when to raise the budget, when to prepare promotional pages, when not to announce a discount.
The national day is a public holiday across the country. Its date is in the facts table. A holiday changes the hours of your sales team and customer service, so it changes what you can promise in an ad: delivery, a callback, an open store. Schedule ad hours and announced lead times accordingly.
For the rest of the calendar, measure rather than assume. Google Trends, set to Belgium and to one language at a time, shows when searches in your sector rise. The peaks on one side of the language line are not necessarily the ones on the other: look at Dutch and French searches separately, then base your test budgets on what you observe.
Pitfall 1: a single campaign, in a single language. It ignores part of the country and makes the other part pay for clicks on an ad it understands poorly. Even an advertiser based on one side of the language line gains from checking its coverage by language.
Pitfall 2: letting “Presence or interest” targeting pull in clicks from outside the country. According to Google's help page, this broad option can reach people who have shown an interest in your area without being in it. To sell to customers based in Belgium, prefer the “Presence” option and check the location report to see where your clicks come from.
Pitfall 3: translating ads instead of writing them. A translated ad shows, and a headline that sounds right in France or the Netherlands can sound off in Belgium. Have a speaker of the language review each version, and keep the same offers and terms in every version.
Pitfall 4: forgetting that your neighbors share your languages. The French of your ads can be read in neighboring countries if targeting is broad, and a Belgian advertiser who also targets France or the Netherlands opens a separate campaign per country, with its own billing rules and budget.
Pitfall 5: launching without having read the Belgian results page. The same query can show other ads and other pages depending on the country and the language. Read the Belgian page, in the right language, before you pay for the click. To see who already holds the ground, the Google Ads Transparency Center lets you filter ads by country, and our guide on who bids on your keywords completes the method.
The question is the same as anywhere: is this keyword worth a paid click? Should I Bid reads the Google page for the country and language you choose, among 50 countries, compares what it sees with what you sell and returns a Bid, Test or Skip verdict with a score out of 100. For Belgium, you choose the language: Dutch, French or German. Because each language has its own words, you run one analysis per language, with a keyword list written for it. See intent analysis for the details.
It provides neither search volume nor cost per click. For volumes, keep Keyword Planner set to Belgium. The exclusions each analysis recommends feed your negative keywords, to be created in each language: our comparison of negative keyword tools helps you choose how to manage them. Pricing works by credit, with free analyses to try it.
Create one campaign per language, targeting Belgium with the “Presence” option: Dutch for the Flemish region, French for Wallonia, both for Brussels, German only if your offer is aimed at it. Rebuild your keywords for each language, write ads and landing pages in that same language, add your VAT ID, then launch with a test budget. The detailed steps are higher up on this page.
Dutch, French and German are the official languages of the country, and Google Ads recognizes all three: it is the language of your ads that decides which searches they reach. Dutch and French cover most of the population, and the Brussels-Capital region is officially bilingual. German deserves a campaign only if your offer is aimed at the German-language region. Compare your results by language before you expand.
No country-specific surcharge: Belgium is not in Google's list. A business account with a VAT ID is billed by Google Ireland Limited with no VAT added, and you self-assess it at the Belgian rate, shown in the facts table. Click prices depend on each keyword and its competition: we do not publish a country average, because we do not have a reliable measurement.
Online gambling is possible for licensed operators, with a Google certification: the sports betting, bingo or casino operator must be licensed by the Belgian gambling authority, and only the Belgian National Lottery can be the operator of a lottery. Political advertising is restricted across the European Union, with exceptions for certain official messages, on request.
Better to rebuild them. Belgian French and Belgian Dutch can use other terms than those of France or the Netherlands, and searches change from one country to the next. Start from Keyword Planner set to Belgium and the target language, then read the Belgian results page for each keyword to check buying intent before you bid on it.
Yes, in some sectors. The FPS Economy states that the law sets the sales periods, each preceded by a one-month waiting period. For clothing, leather goods and footwear, it is forbidden to announce, during that waiting period, price reductions that take effect. Any discount ad must also show the previous price. Check your sector before you schedule a promotion.
Yes. The analysis reads the Google page for the country and language you choose, among 50 countries. For Belgium, you choose Dutch, French or German, then Should I Bid compares what Google shows with what you sell and returns a Bid, Test or Skip verdict with a score out of 100. It provides neither search volume nor cost per click.
